The President of the Swiss Confederation, Kathy Kunz, is negotiating for hostages in Yemen (including a Swiss woman). Tina works as a cleaning lady at the Federal Palace in Bern.
One night Tina gets involved with a mafia group from the Balkans and is forced to become a double agent to protect her family. She is involved in a case of corruption and illegal arms trade (cluster bombs). Federal police investigator Rainald Mann tries to shed light on the activities of the terrorist group in the Middle East and the Balkan mafia group, both of which are trying to get their hands on Swiss cluster munitions. After being fired, he continues his investigation, thereby thwarting two attacks against officials. Several people are killed in an attempt to suppress the political scandal surrounding the President of the Confederation.
